A seasoned executive with deep East African expertise, he architected the company's dual-pillar model: building a profitable foundation in oil & gas and logistics to power a strategic expansion into renewable energy. His leadership ensures Neo Energy drives both profitable growth and a sustainable energy future for the region.

Director

Has a strong background in business leadership and energy sector management. She holds a Bachelor’s Degree in International Business from Makerere University and is passionate about sustainable energy development, strategic planning, and business growth. She is recognized for her professionalism, leadership skills, and commitment to innovation and community development.

Kabeba Shafik Byaruhanga

Chief Operations Officer

Kabeba Shafik Byaruhanga, our Chief Operations Officer, is the driving force behind Neo Energy's core operational functions. With a strong entrepreneurial background, he expertly directs our refining, distribution, and logistics operations within Uganda's dynamic oil and gas sector. Shafik has a proven track record of implementing process innovations that enhance efficiency, reduce costs, and ensure reliable service delivery. His strategic oversight is crucial to executing our integrated service model, laying a robust operational foundation that supports Neo Energy's expansion into renewable energy and sustainable infrastructure projects.

Milton F. Ocen

Legal Counsel

Milton F. Ocen, Managing Partner of the specialized firm Milton Advocates, serves as key external Legal Counsel to Neo Energy Ltd. He holds a Master of Science in Construction Law & Dispute Resolution with Distinction and is a highly regarded member of international arbitration bodies, including the CIArb (UK) and the LCIA. With 15 years of deep expertise, Milton provides Neo Energy with critical advisory services on complex contracts, regulatory frameworks, and infrastructure development. His portfolio includes leading roles in major national projects such as the New Nile Bridge, the Oil Roads, and World Bank-funded USMID projects. His insider knowledge as a Board Member of Uganda's National Building Review Board is invaluable for navigating the building codes and regulations that govern our EPC and civil works divisions. As a seasoned arbitration practitioner and lecturer, Milton ensures that Neo Energy's operations are not only compliant but also strategically protected, mitigating legal risk across our entire project lifecycle.
